"The
Society for Promotion of e-Governance" urges Political Parties to
include promise of e-Governance in their Election manifestos.
New Delhi March 2, 2004 Society for Promotion of e-Governance
(SPEG) in a memorandum to all political parties has urged them to
include use of Information and Communication Technologies (ICT) i
to provide efficient and transparent governance to the people in
their election manifestos.

According to a SPEG press release, use of information and
Communication Technologies for good governance is being considered
as an important goal by many countries across the world. Many
developed countries have taken specific initiatives to utilize ICT
for providing governance services anytime , anywhere putting
citizens at the focus of governance.
Delivery of the services (with efficiency and transparency) to the
citizens is the primary objective of any government. Since a
definite framework needs to be developed to successfully deploy
e-governance initiatives in India, The Society for Promotion of
e-Governance (SPEG) on behalf the citizens of India calls political
parties to include the implementation of best practices in
e-governance in their election manifesto to provide
transparent and efficient governance to the country.
The SPEG memorandum has urged the political parties to include use
the tools available under ICT to provide efficient and transparent
governance along with the following major demands:
Setting up of an e-governance commission empowered to develop
policies and interoperability standards for e-governance projects.
Giving
priority to development of e-governance applications in regional
languages and open source systems to enable the rural citizens take
benefits of govt. services through computers or kiosks..
Making
all Member of Parliament IT literate so that they can appreciate
the use of ICT in providing SMART governance.
Encouraging governance services to be outsourced and development of
GPO (Government Process Outsourcing) centers.
