Theme and
Duration: The conference/workshop will focus on training the
civil servants and IT task force members from govt. organizations of
various states on devising and implementing a strategic framework
for good governance through the use of Information Society
Technologies. The speakers from various institutes in Europe such as
Danish Institute of Technology, European Institute of Public
Administration, Open University UK European Commission etc. will
provide training to delegates along with sharing case studies and
best practices employed by govt. bodies in Europe. Additionally, the
best e-governance projects deployed in India will be presented by
Indian speakers. The representatives from various funding agencies
such as UNDP, World Bank, IDRC, European Commission will be invited
for different sessions to understand the progress of e-Governance
initiatives in India and access the needs for funding of various
projects. The main objective of the conference will be to start
Indo-EU cooperation on e-Governance initiatives and establish
Chandigarh as a knowledge hub and investment destination in the
field of Information Society Technologies..

Track Overview:
New information
and communication technologies can make a significant contribution
to the achievement of good governance goals. This 'e-governance' can
make governance more efficient and more effective, and bring other
benefits too. This session outlines the three main contributions of
e-governance: improving government processes (e-administration);
connecting citizens (e-citizens and e-services); and building
external interactions (e-society). Case studies will be used to show
that e-governance is a current, not just future, reality for
developing countries. A vision for change will be outlined.

assessment and standardization is the most essential part while
deciding on e-governance initiatives to ensure that the project is
scalable, interoperable, keeps citizens at the center and can be
replicated. Benchmarking and project frameworks used by developed

E-Government
transformation is a top priority of all the developed countries of
the world. “Expanding Electronic Government” is one of the
government-wide initiatives mentioned by the Prime Minister of India
in the Common Minimum Program. Leadership of E-Government programs
requires a combination of management skills and practical knowledge.
From privacy policy and security regulation to technical standards
and content management, those responsible for transforming the
business of government need broad exposure to the issues,
strategies, and technologies available. This track is designed to
update managers on current business management processes and
techniques, as well as proven strategies to equip E-Government
leaders with the fundamental knowledge to conduct the business of
government in a digital world.

Providers of
digital government services need to progress beyond the mere display
of information and focus on how to manage the delivery of
information services to customers. The amount of diverse content
that must be managed is a challenge for any organization. This
session will outline a general roadmap for implementing e-governance
solutions in phases. The entire implementation process will be
explained in different modules independent of each other. Thus the
delegates after this session will be able to access the level their
organization has reached in e-governance implementation. Deployment
